Garland “Andy” Barr is a young attorney that works for a prestigious law firm and also teaches Constitutional Law part time at the University of Kentucky.  Barr has some experience in government as well.  He served as deputy general counsel for the Governor of Kentucky and as a legislative assistant to Congressman Jim Talent.

He graduated magna cum laude, phi beta kappa from the University of Virginia and received his law degree from the University of Kentucky College of Law.

Why he wins our Endorsement
Barr has a solid blend of private and public sector experience and strongly supports the Five Core Principles of Restore America’s Legacy.  Barr provides extensive details on his policy positions and his political philosophy.  He explains his beliefs on virtually every issue facing this country from the line item veto to energy policy.  He supports Congressional term limits, a Balanced Budget Amendment, selling off Government positions in American companies (like GM and Chrysler), and abolishing earmarks.  Barr is a strong, young first-time candidate for public office and clearly has the knowledge and skills to win in November.

Election Battle
The 6^th district of Kentucky is a conservative district that supports Republican candidates for President but is pragmatic when it comes to local elections.  The incumbent is Rep. Ben Chandler, a Blue Dog Democrat who was first elected in 2004 but has won easily in all three elections.  He won with 65% of the vote in 2008, while Obama managed only 43%.  However, Rep. Chandler voted in favor of cap and trade, a very unpopular bill in a region of coal workers.  Chandler has shown he can win in the conservative district and has a massive bank account to help him protect his job.  Barr has been solid at raising money and campaigning in the district thus far but has a big hill to climb.  The 6^th District is a solid pick up opportunity for Republicans.  Most experts still rate the race as “leans democratic” or “likely democratic” but Barr is the strongest candidate Chandler has ever faced.  As the campaign has progressed, political observers have been slowly moving this race up their list of competitive races.
